We have feature to set quantity limit on Discount, but not other types of discount.
Case: Qty discount
- Purchase 2 get 5%, 3 -10 get 8%, 10 or more no discount
Case: Mix and match
- Purchase item A =1 EA, get 50% off item B for any qty up to 5

There is no plans yet to enable the quantity limit on the quantity discount, but the second part of the idea i.e. the change suggested for Mix and match disocunt is planned for the 10.0.18 release.
