Enable edit of static text for email layout

It is not possible at the moment to edit the static text that is used in the email layout. It appears to be hard-coded into the database with no UI available. The power of the layout is in this ability but there is no way to change the text for
GreetingText
BodyText etc.
This should be settable by customer/vendor as it could be variable by either in just the same way the invoice, quote etc. can be set for each customer/vendor

It'll be great if all 4 for reminders could be maintained in the BC UI.

BodyText
ClosingText
DescriptionText
GreetingText

It would be helpfully for customers to change it them self instead of having a developer taking care of it.
Secondly in the Netherlands there is a need of the possibility to add a standard document (pdf) as example the Terms and Conditions of a company.
